Bashed Patch
If you're using recent versions of Wrye Bash (0.98 or later), then see the main FCOM page. The instructions on this page are for older verions of Wrye Bash (prior to 0.98).
Make sure you have Wrye Bash 0.59 or later (for leveled lists merger; version 0.91 if you want to use the Patch Merger feature). When you make your Bashed Patch, you need to make sure all of the main plugins (Fran, OOO, WarCry, MMM, etc.) are active.
Copy the Bashed Patch, 0.esp into your \Oblivion\Data\ directory and make sure it's set to load last in Wrye Bash. Next, right-click on the Bashed Patch, 0.esp and select Update Patch.
This will give you a menu with several patch options. Configure any
options you want and make sure all the Relevelers are selected (should
happen automatically, but double-check to be sure). Let it process for
a bit and you're done!
Note that when you select Update Patch,
the Relevelers section of the patcher config should automatically find
the following files and auto-select them for you:

FCOM_BobItemReleveler.esp
FCOM_FranItemReleveler.esp

In that order.
In
recent versions of FCOM, using Wrye Bash 0.92 or later, you have the
option to also select some of the Relevelers (the ones marked with
green text in Wrye Bash) under the Patch Merger section when
configuring the Bashed Patch. This lets you leave them unchecked in
your load-order list, saving a few mod slots. They must still also be
checked under the Relevelers section. After you finish the Update Patch process, when you activate the Bashed Patch, 0.esp
then any inactive plugins will show a special [+] to indicate that they
have been merged into the Patch Merger portion of the Bashed Patch. If
this confuses you, then just keep them active as you normally would.
Do NOT select anything else as a Releveler, except as specifically noted below.
If you don't want to see any of MMM's giants, then you have to put the optional No Giants plugin after the MMMSpawnReleveler and
specify it as a Releveler -- by adding the {{BASH:Relev}} tag to the
plugin description field -- so you'll end up with a Relevelers list
that looks like this:

This also works with the MMM optional plugins for Spawn Rates - Reduced (SRR), Spawn Rates - Reduced Reduced (SRRR), and Spawn Rates - Increased (SRI) -- in other words, you can use these if they come after the SpawnRelevelers and they are also specified as Relevelers.
Other
option modules for MMM that should also be specified as Relevelers and
loaded in the same position as No Giants in the example -- if you want
to use them -- include: No Spiders, Safer Roads, and No Werewolves.
Do not add the {{BASH:Relev}} tag to any other mods. Items
and creatures from all your other active plugins will get added into
the merge automatically. This means, among other things, that even
without selecting any other plugins as Relevelers, you will now be able
to find items -- such as Spell Tomes, etc. -- that just wouldn't show
up before when using one of the major overhauls.
Note that earlier versions of Wrye Bash allowed you to manually alter the list of Relevelers, but this functionality has been removed now and you must add the {{BASH:Relev}} tag to any mods that should be used as Relevelers.
Expanded SI Load Order
If you are using the Expanded Load Order with an old version of Wrye Bash, then when you select Update Patch, the Relevelers section of the Wrye Bash patcher config will NOT automatically find the new Fran files. You can fix this by pasting the {{BASH: Relev}} tag into the descriptions for those plugins so they get automatically used as Relevelers. To do this, select the plugin, look at the description field shown on the right side of the screen, paste or type {{BASH: Relev}} anywhere in the description field, then click the "save" button in the lower right corner. If you click on anything else before clicking save, your changes will be lost.
When you're finished configuring the
Bashed Patch (with either method), your list of Relevelers in the
patcher config should look like this:

get added to the patch even without being on the list).
Update the Bashed Patch and you're almost ready to go.
